Russell A. Miller
BiographyRussell A. Miller joined Washington and Lee as an Associate Professor of Law in 2008. His teaching and scholarly research focuses on comparative constitutional law and public international law. Professor Miller is the co-founder and Co-Editor in Chief of the German Law Journal, an on-line, English-language journal reporting on developments in German, European and International jurisprudence. Professor Miller was a 1999/2000 Robert Bosch Foundation Fellow and he has enjoyed internship and clerkship experiences at the German Federal Constitutional Court and the European Court of Human Rights. Professor Miller is a frequent Visiting Research Fellow at the Max Planck Institute for Comparative Public Law and Public International Law in Heidelberg. Professor Miller is the author/editor of a number of articles and books in the fields of comparative law and international law, including: Transboundary Harm In International Law: Lessons from the Trail Smelter Arbitration (with Rebecca Bratspies – Cambridge University Press 2006) and The Annual of German & European Law (with Peer Zumbansen – Berghahn Books 2005, 2006). He expects the publication of two major works in 2008: The Constitutional Jurisprudence of the Federal Republic of Germany (with Donald Kommers – Duke University Press) and Progress in International Law (with Rebecca Bratspies – Martinus Nijhoff Press). Professor Miller served as a judicial law clerk to the Honorable Robert H. Whaley of the United States District Court for the Eastern District of Washington. For four years Professor Miller served as appellate and post-conviction counsel for indigent, death-sentenced inmates in the state and federal courts of Arizona and Tennessee. Professor Miller is admitted to the Arizona State Bar. Professor Miller grew up in Priest River and Salmon, Idaho. He graduated with a B.A. in English Literature (cum laude / Phi Beta Kappa) and an Honors Program Certificate from Washington State University in 1991. While at Washington State University Professor Miller lettered and earned Academic All-Pac10 honors in football. Professor Miller graduated from Duke University with a J.D. and M.A. in English Literature in 1994. Professor Miller received an LL.M. (summa cum laude) from Johann Wolfgang Goethe University (Frankfurt am Main, Germany) in 2002. Admitted to practice in Arizona; staff attorney, Arizona Capital Rep.
